CO2 Reduction Strategy Game in Shipping Industry

Backgrounds
The Paris Agreement was adopted at the 21st Conference of the Parties to the United Nations
Framework Convention on Climate Change (UNFCCC) in 2015 and entered into force in 2016 to
address the problem of global warming. The agreement forced each country to set a goal to reduce Greenhouse gas (GHG) emissions; however, in international shipping and aviation, it is difficult to define which countries emit GHGs since ships and aircrafts move between countries. Therefore, the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO), which are specialized organizations of the United Nations, have been respectively consulted for GHG reduction in international shipping and aviation. In order to achieve the IMO’s goal for GHG reduction, various options have been proposed, such as alternative-fuel ships, wind and solar power propulsion, and carbon capture and storage (CCS) systems. All of these methods are expected to be technically feasible, but there remains a question of how and which methods should be introduced to achieve the IMO goal. It is necessary for all shipping companies to work together to reduce GHG emissions. In addition, regulatory authorities such as the IMO and the flag state governments need to impose regulations and other measures to encourage shipping companies to achieve the IMO’s goal while cooperatively reducing GHG emissions. Therefore, this study proposes an interactive simulation in which multiple players participate in order to identify the strategy of regulators and shipping companies. The roles of the regulator and shipping companies are assigned to multiple players, and the simulation is performed according to the decisions of each player to simulate the interaction of the decisions of each player. In order to realize a cooperative decision-making process that can achieve the IMO’s goals and the action goals of each player, the resulting GHG emissions, the benefits and additional costs of each company were analyzed in the simulation. A team workshop was held as a case study to conduct multiple simulations by different players acquiring the results from the many cases efficiently.
