2.2 Logistics simulator in the shipping industry

This simulator is designed to simulate maritime logistics, in which a Regulator and a shipping
Company make decisions and influence each other.
In this workshop, the game was played in groups of four, with one regulator and three companies. Each
participant makes a decision once a year or once every few years according to their role. The their
objectives and possible decisions are described as follow.

  • Regulator:
    • Objective:
      • Aiming to reduce the amount of CO2 emitted from ships by imposing
        regulations
  • Decision making(once every 5 years):
      • Change regulation rate for amount of CO2 emitted from ships
      • Change subsidy rate for eco-friendly devices for ships
      • Change in carbon tax rate
  • Company:
    • Objective:
      • Aiming to profit from building ships and carrying loads while meeting
        regulations
    • Decision making(once a year):
      • Order new ships
      • Scrap exist ships
      • Change service speed of ships

Each player operates the simulator and makes the above decisions using the GUI developed on
Google Spread Sheet (Fig. 2). The Company can check the results of its own transportation amount,
CO2 emission, etc and other companies’ profit for each year and cumulatively. On the other hand, the
regulator can check the results of all companies (Fig. 3) and make decisions based on them.
